I. The Economic Situation and Investment Environment in Nantong

Nantong is located near the mouth of the Yangtze River’s golden waters and the East China Sea in Jiangsu province. It is adjacent to the river and the sea coast and opposite the international metropolitan city of Shanghai. Nantong ranks 32nd in the list of comprehensive competitive facilities for Chinese cities and it has the strongest development potential among the 6th world mega-cities – the Yangtze Delta area cities. Nantong has established a modern road, railway and water transportation network which connects land, sea, river and airways to form an expeditious, efficient and advantageous transportation system for both international and domestic markets. When the construction of the Su Tong Bridge and Hu Chong Hai Great Transport Route are completed, Nantong will be within a one-hour drive from Shanghai, thus acquiring significant location and development advantages. At the end of the 19th century the imperial scholar and renowned national industrialist, Mr. Zhang Jian, started to invest in national industries, financial institutions and various cultural and educational public causes, making Nantong one of the original developed cities in recent times for national level industries. Nantong was the first city Chinese people designed and constructed entirely on their own. For these accomplishments Nantong has been called “the first city in recent China”. Nantong was also among the first open coastal cities in modern China. By the end of 2004, recently approved foreign investment enterprises totaled 5823, and registered foreign capital has amounted to 10.6 billion U.S. dollars of which 5 billion has already been invested. Nantong integrates the city and port so as to promote common prosperity. Nantong is one of the ten largest ports in China and the second port along the Yangtze River. Nantong’s Economic and Technological Development Zone was one of the earliest national level development zones in China and one of the primary destinations for international capital in the Yangtze Delta Area. It is suitable for ongoing development of the neighboring harbor related industry and new advanced technology industries. The garden city of Nantong is surrounded by water, forming a vivid picture for tourists. It is the most livable city in the Yangtze Delta area. Nantong emphasizes a blend of commerce and civilization and, is fortunate in having an honest civil service, high social credibility and developed social environment. It has also been given the title of a ‘safety city’ for ranking the highest in Jiangsu Province in terms of public security and is second in terms of city order and safety indices in all of China.

II. About Nantong Shipping College

The College has the capacity to educate nearly 7,500 students. There are nine academic departments: nautical; ship engine engineering; ship engineering; management; automobiles and port machinery; mechanical and electrical engineering; information technology; foreign languages; and art which cover 36 programs of study. Full-time higher education programs are in the form of three-year and four-year (dual diploma education) diplomas for high school graduates, five-years for middle school graduates and three-years for secondary and vocational school graduates. Adult higher education is delivered by night education programs and correspondence courses.The College covers approximately 70 hectares with a construction area of 170,000 M2. Among the over 500 teaching staff members, more than 300 are full-time professional teachers. Teachers with high and middle academic positions make up 71% of the total and 73% possess dual qualifications. The College undertakes the editing and publication of the academic journals, 'Vocational Education of Communications' authorized by the China Ministry of Communications and the 'Journal of Nantong Shipping College' approved by the State News Publication Agency issued at home and abroad.For years, the College has been increasing its investment to provide students with state-of-the-art teaching resources and to improve educational quality. There are over 60 established laboratories including a ship-handing simulator, an engine room simulator, a multimedia language teaching center, an industrial automation control center, an automobile maintenance and repair center and a numerical control processing center. The Jiangsu Ship Engineering Technology Development Center and the Nantong Ship Engineering Technology Service Platform are located in the College. The College has first-class vocational training conditions forming a multi-level, multi-type and multi-specialization training system for its students. The State Vocational Skills Assessment Office, the Nantong Branch of the Education Information Center of the Education Ministry; the Nantong Training Base of the China Maritime Service; the Jiangsu Seafarers Training Center, and other institutes are all affiliated with the College. Before graduation, students can also obtain various professional qualification certificates. The College's graduates are popular among employers for their theoretical knowledge and practical skills. The employment rate for graduates runs up to 98%.The College is a member of the Association of Maritime Education and Training Institution (AMETIAP) in the Asia Pacific region and enjoys a high reputation and high academic position within this organization. The College is accredited for the following qualifications: deputy trusteeship of the State Communications Vocational Education Research Association; a directorate unit of the State Communications Vocational Education Logistics Committee; directorate unit of the National Communications Vocational Education Teaching and Tutoring Committee, Communications Engineering and Mechanical Program Committee; and a deputy trustee of the Teaching Research Committee of the Jiangsu Collegial Teaching Management Research Association.In the process of implementing and developing its higher vocational technology education, the College follows the State’s policies, laws and regulations governing higher vocational education and strictly implements the guidelines for running colleges, i.e., “on the basis of service, towards the direction of employment, along the route of combining production, learning and research”. Teaching is at the center and new developments are accelerated by reform and continuous monitoring of school operations. In detail the college’s philosophy includes the following principles: 1. Positively provide service for industry, our city and society with diploma-based education and other methods of specialized training and adult education to promote social employment and re-employment. 3. Fully achieve international standards in our core specialties of international ocean-going ship navigation and engine room management. Vocational qualification certificates earned by graduates are accepted internationally and the College has directed our graduates to employment in the international labor market and has won praise from the shipping industry at home and abroad. 4. The College has successfully implemented a recognized Quality Management System. To enhance the supervision of the ISO 9000-based teaching process, the College set up a Quality Management System. Using this modern quality management approach, the College closely monitors the students’ education process, which has become an important guarantee measure to improve teaching quality and an important feature in running school. 5. Continuously deepen teaching reform to promote teaching quality and competent graduates. For example, the College has adopted a “three-stage” teaching mode using multimedia courseware, simulator training and hardware operations. Also, the College continuously explores and implements a “Menu-based Education” for employers, during which the college invites employers to participate in and monitor the education process to seamlessly connect teaching and job requirements. Our staff creatively undertakes reform of curriculum to achieve unique specialties and best course designations.Collegial course construction and its achievements are among the first level in the provincial vocational colleges. The pass rate is up to 95% for the Vocational Skills Certification examination. The pass rate for the National Seafarers Certificate of Competency exam set for nautical students comes up top among maritime colleges.

III. Investment Environment and Resources for Cooperation in Running School

The new Tianxin Lake Campus is located in the Nantong Economic and Technological Zone adjacent to the northern approach of the Su Tong Bridge. It covers an area of 59 hectares with a planned construction area of 276,000 M2. Total investment in the new campus will amount to 0.56 billion Yuan. The first-phase of the project has been completed and 3,800 students have been accommodated. The present construction area is 101,000 M2 and 0.267 billion Yuan has been invested. Main facilities include a public teaching building, a professional teaching building, a practical training building, a student dormitory building, a student dinning hall and a student activity center. By the end of “Eleventh Five Year Plan” the College aims to reach a total population of 10,000 students. To do so the College plans to start the second-phase of the construction projects. For years, the College has paid significant attention to international exchanges and cooperative projects and has actively developed various channels to increase our international presence. The College has dispatched individuals and delegations abroad, conducted surveys of vocational education, participated in various international conferences and attended advanced training activities. The college has hosted visitors from more than ten international (cross border) shipping enterprises as well as the Canadian Quebec Maritime Institute and Hong Kong Polytechnic University. Commissioned by the International Maritime Organization, IMO Maritime English consultants Mr. Clive Cole and Mrs. Valentina Petrenko surveyed of our college and gave high praise for our vocational education and maritime English teaching. The College is acknowledged and qualified by the National Foreign Expert Bureau to employ foreign teachers and has employed foreign teachers from South Africa, the U.S., Canada, Australia, etc. The new campus is conveniently situated near the main road that connects Nantong with the Yangtze Delta Area. The College has sufficient land resources and more than 30 hectares of land has been earmarked for international cooperation projects.
