ESL Teachers Needed

Introduction

PINZ has been selected by our government and industry partners in Saudi Arabia to provide training and management services for a new public-private partnership institute in Saudi Arabia. As the preferred International Operator (IO), PINZ will be required to provide all necessary services to establish and operate the new Saudi Electric Services Polytechnic (SESP) for an initial five year period, commencing September 2012. An initial intake of 480 students is expected to commence a 2 year training program from September 2012, graduating with a qualification recognized at NZ NQF Level 4 / UK NVQ L3. The training program will be a mix of English language/academic bridging courses (Year 1), and Technical subjects (Year 2) focusing on mechanical and electrical engineering to prepare students to work in the power utility industry and related sectors. Following graduation from the polytechnic, the students undertake six months work-placement through on-job-training (OJT) at the industry partner’s work sites throughout the country.

Scope of Work

The management services contract will require PINZ to provide a small management and support team, as well as provide around (eventually) 40 teaching staff across the two year program. It is likely however that we will need to provide close to 30 staff for the first year alone for the ESOL program given the likely demand. As this is a new institution, the initial focus is to recruit qualified teachers for the Year 1 (English language and Foundation Studies) program. The Year 2 program will commence in Sep 2013, and EOIs for those teaching roles will be sought closer to the time.

In addition to providing the staff, PINZ will be sourcing the curriculum from our academic services partner, and ITP shareholder, Waikato Institute of Technology (Wintec) for this project. We will also be providing full quality assurance services related to program delivery, student learning, staff development and program accreditation. Over time, PINZ will be required to identify trained Saudi staff to replace the international staff members that it brings initially.

Student profile

A Training Needs Assessment will be undertaken in June 2012 to determine the preferred student, instructor and instruction profile. It is likely students who are selected for admission will have starting English levels at beginner level. Students are likely to be high school graduates (18-19 years) and all male. Trainee admissions criteria are still to be confirmed but at this stage will be based on local high school GPA, English tests and interviews. Once selected, students are likely to undertake further placement tests in math, English and science to determine appropriate starting levels. For most, if not all, of the predicted initial student intake, this is likely to be their first exposure to international teaching and learning methods.

Year 1 program

The structure and content of the Year 1 program will be confirmed following the Training Needs Assessment. At this stage, we have been advised it will likely be a mix of general and technical English (relevant to the power utilities sector). There will also be foundation level papers covering key skills (maths, science, health & safety) to prepare students for their Year 2 specialisations. The technical English content will need to prepare students for careers as power service electricians, distribution electricians, distribution network operators, distribution overhead linesman, welding and machining, combined cycle power plant operators, steam and gas power plant operators and instrumentation & control technicians.

The ESL curriculum will be provided by Wintec School of Languages, involving class-room and blended learning. All staff who are selected will be given induction to familiarize themselves with the curriculum prior to the Year 1 start.

Year 1 timetable

The curriculum will be provided in three 14-week trimesters per year (total of 42 teaching weeks per year). Two weeks break will be provided between training trimesters and an extended summer break of four weeks between academic years. There will also be a week’s leave for the two Eid festivals celebrating the end of Ramadan and the Haj. At this stage the client has requested 35 guided learning hours per week but this is subject to review following the TNA.

Expressions of Interest

PINZ is therefore seeking expressions of interest from qualified English language teachers to fill the initial 30 teaching roles required for a September 2012 start in Baish, Jazan province. Due to cultural sensitivities, we are looking for male teachers, holding relevant qualifications from English-speaking countries and to relocate on preferablly unaccompanied status. The minimum level of commitment is expected to be for 1 year initially, renewable by mutual agreement. Preference will be given to candidates willing to commit for an initial two year assignment to minimize staff churn, and provide continuity in the formative years of the new institution. Further details about the location of the institute and general living environment is available on request.

Eligibility criteria

All candidates will need to be approved/screened by PINZ initially and then validated with the Steering Committee prior to their appointment being confirmed. The Committee will assess candidates according to the following criteria:

• Bachelor’s degree from a respected university in the same major that the candidate will be teaching, however candidates with CELTA and DELTA qualifications will also be considered

• Certificate in Teaching

• Relevant work experience, minimum of five years post graduation (although levels below 5 yrs will also be considered)

• Preferably aged between mid 20s to mid/late 50s, noting that staff will need to be prepared to relocate on unaccompanied status

• Two work referees, one of whom must be the candidate’s current employer, who can be contacted to verify the candidate’s experience and suitability

Proposed package

All staff are likely to be paid in Saudi Riyals (SAR), which is the local currency and will be sponsored either by PINZ or by the polytechnic for their initial entry and residency visas.

There is currently a maximum gross base salary range of up to SAR300,000 per annum but this amount will depend on a variety of factors, specifically:

• Level of qualifications and experience of the individual candidate.

• Whether or not commission rates are payable to agents who assist with staff recruitment

• Whether the candidate is responsible for any tax obligations in their home country based on income earned overseas. There is currently no income tax in Saudi Arabia.

In addition to base salary, the PINZ package will provide:

• Full cost of fully furnished and serviced apartment-style housing, including broadband internet, satellite TV and laundry services. Housing will be provided in Sabya, approx 30km from the SESP facility in Baish.

• If coming from out of Saudi Arabia, an initial economy class airfare for arrival and thereafter annual economy class return airfares to staff member’s point of origin.

• Local health insurance

• One-off relocation grant of approx up to SAR4000 per staff member, depending on point of origin.

EOI and Recruitment process

The following timeline is provided to help guide the process:

1. All EOIs to provide:

a. Covering Letter indicating reasons for your interest, strengths, challenges, constraints around availability.

b. Detailed CV, including copy of accompanying references, academic qualification(s), and professional development courses. The combined size limit of all email attachments must be 1MB or less. CVs must be in MS Word format.

c. Include recent colour photo in your CV

d. Scanned Passport bio-data page

2. Initial enquiries and all subsequent completed applications should be sent by email to Ms. Mi-Ann Carasig, Admin Executive at PINZ’s Middle East Office in Bahrain (email: mi-annc@pinz.co.nz) who will coordinate with relevant PINZ staff internally. Your application will be acknowledged and given a file number for future reference.

3. The deadline for receipt of completed applications is Friday 8 June 2012. This will allow sufficient time for applications to then be considered by PINZ, including follow-up with individual applicants and the client prior to appointments being confirmed.

4. Mid-August 2012: Targeted for pre-departure orientation and briefing including familiarity with Wintec English language curriculum, prior to deployment to Saudi Arabia (if staff are based in New Zealand prior to start-date).

5. Late-August 2012: Relocation to Baish, Jazan province, Saudi Arabia to assist with student admissions and placement

6. Sat 1 Sep 2012: Saudi Electric Services Polytechnic opens to students and classes begin.
